Most people don’t run their hot tap prior to running their dishwasher. It’s really only if you notice an issue with your dishes being fully cleaned that you would even need to do it

But if you build it into the appliance, then the appliance will waste that water for literally every load, regardless of whether the person cares about making the water hot first
Right, but it’ll work properly. Appliances should work properly.
The variables are too numerous for you to say it’s not working properly if it starts with cold water
