The imperial core imploding would at least open up possibilities for different types of development. The US has been the main actor working to destroy every socialist project. With them gone, and China becoming the new dominant power in the world, there will be far more room for socialist development.
Wish I had your optimism. Removal of the hegemon won’t remove the reactionary regimes they’ve installed and/or supported - be it in Europe, Africa, or elsewhere. And it’s not like they will change their ways, more likely they’ll start competing with each other to see who’ll be the new local head honcho. And China won’t do anything about it. China is still trading with Israel and the like.
It won’t remove them overnight, but they are only able to hold power because of the American backing. If you look at a history of any empire, when the core implodes, so does the periphery.
