Even the highest estimates for those killed in the purges is around 700,000, not millions, and evidence suggests a large portion of that number (the number of sentencings to death) weren’t actually executed and were aquitted. Further, corruption and infiltration was a real problem, so purging the government of bad actors was necessary.
